The CPC is a seven-member body, appointed by City Council, and responsible for the development of the city’s General Plan and the review of land use and zoning matters for the City of Norfolk. The commission makes recommendations on various matters to City Council which is responsible for making a final determination.
The Planning Department consists of City Planning, Permits & Inspections and Flooding & Environmental.
For projects in the Historic District of Ghent, the ARB reviews all exterior alterations, new construction, some landscaping and some demolition in the city’s local historic districts for issuance of Certificates of Appropriateness (COA’s). For all other design applications, the ARB recommends to the Planning Commission.
